標題Article:太陽光電公司研發組合與知識流:專利計量觀點

R&D Portfolio and Knowledge Flow of Companies in the Solar Photovoltaics: Patentometrics Perspective

綠能科技時代的趨勢潮流,促進廠商投入太陽光電技術的發展,經營者為 確保研發與經營績效,如何辨識競合公司間的技術優勢以進行研發,並且吸收 競合者技術知識,進而建構技術能力的組合,此問題極具挑戰。是故,本研究 從專利計量觀點,兼顧專利數與專利引用二種分析方法,以研發組合、技術知 識的流動探討技術能力。其中,研發組合整合技術吸引力、技術相對地位與相 對專利優勢等三項專利數指標,可分析公司研發組合在產業間的優劣勢;另外, 技術知識的流動藉由專利後向引用建立專利引用網絡,計算相對專利引用傾 向,可測量技術知識的來源與移動方向。研發組合與知識流是互補性的分析觀 點,二者的結合能有效地辨識太陽光電競合公司間技術能力的組合與監控。

English Abstract:

The era of green-energy technology as the current trend promotes manufactures
investing in technologies of Solar Photovoltaics. How to recognize
technological advantage among coopetitors and absorb technological
knowledge from them in order to do R&D and build up combinations of
technological abilities is a challenge problem. Thus, this study from
patentometrics perspective considers both approaches of patent counts and
citations to construct an appraisal rule and procedure by R&D portfolio and
technological knowledge flow. Patent portfolio evaluates the advantage of
technologies and firms by three indicators of patent counts of technology
attractiveness, relative patent position and revealed patent advantage.
Technological knowledge flow adopts relative citation propensity from patent
backward citation to measure technological sources and directions of
movement. R&D portfolio and technological knowledge flow are
complementary perspectives for each other. This combination is an effective
approach to recognize the technological abilities of Solar Photovoltaics.

標題Article:員工分紅費用化政策對高科技產業獎酬制度影響之探討

本研究旨在瞭解員工分紅費用化後對高科技產業的影響,藉此瞭解高科技 公司如何採取相關的獎酬制度調整措施,以協助企業因應此衝擊並成功達到吸 引人才及留才的目的。為達成研究目的,本研究採用深度訪談法,共訪談 7 家 上市櫃高科技公司的人力資源部門主管或高階主管。研究結果有以下幾點發 現:(1)為因應分紅費用化導致員工實質所得減少而衍生出的人才流失問題,個 案公司多數採取了調高薪資的方式來因應。(2) 營運狀況好的公司多採取發放現 金分紅方式來吸引人才及留才;而營運績效差的公司若無分紅可發,則會採用 發放簽約金或信託持股方式來達到留才的目的。(3)公司更重視績效與獎酬的連 結與非財務性的獎酬。此外,本研究針對高科技業員工對於公司分紅費用化後 的獎酬制度知覺進行問卷調查,並從台灣經濟新報資料庫蒐集國內上市上櫃高 科技公司的財務報表相關資料,以實際數據進行實證分析,分析結果與訪談結 果相同。

English Abstract:

This research aims to understand the impact of expensing employee bonus on
the reward system in high tech industry in order to know what kind of the
adjustment the companies adopt to attract and retain the talent employees. Thus,
seven HR managers or senior managers from the listed companies were
interviewed. The results of the research indicated that: (1) Most of the
companies in high tech industry used raising salary as a method to resolve the
problem of brain drain causing by the reduction of employees’ actual wage due
to the expensing employee stock options, and (2) Companies with better
operation conditions usually gave cash bonuses to attract and retain the talent
employees; but companies with poor operation conditions gave signing
bonuses or employee stock ownership trust (ESOT) to reach the same purpose.
(3) Companies put more emphasize on the link between employees’
performance and reward and the non-financial reward. In additional to the
interview, this study not only surveyed the perception of the employee working
in the high tech industry toward the companies’ reward system after expensing
employee bonus but also collected financial data of the listed hi-tech
companies at stock exchange market or at over-the-counter market from
Taiwan Economic Journal Database. The quantitative empirical data were
analyzed and yielded the results consistent with the interview results.

標題Article:探討技術創新能力中介組織創新與企業績效之關係:以 創新政策為調節效果

Examining the Mediating of Technological Innovation Capability Relationship between Organizational Innovation and Firm Performance: The Moderating Effects of Innovation Policy

創新政策可以促進技術、知識和經濟的發展,亦是組織創新與技術創 新活動成功的保障和驅動力,世界各國均制定具有競爭力的創新政策來促 進企業創新活動。本文研究探討技術創新能力對組織創新與企業績效之關 係的中介效果,並釐清政府創新政策角色之調節效果。以問卷調查的方式 收集中國珠三角 323 個企業樣本,採用結構方程式分析驗證。實證結果顯 示組織創新對技術創新能力呈正向顯著影響,技術創新能力與企業績效呈 正向顯著影響,技術創新能力對組織創新與績效具有中介效果;同時發現 低創新政策條件下組織創新透過技術創新能力與企業績效呈顯著調節效 果,高創新政策條件下組織創新透過技術創新能力與企業績效調節效果不 顯著,顯示政府高度創新政策介入易造成企業過於仰賴政府補助措施而削 弱組織創新資源的投入。

English Abstract:

Innovation policy not only can facilitate technology knowledge and economic
development, but also play a role of the drive force for organizational innovation
and technological innovation activity. Thus, many countries had established
innovation policy to promote innovative activity of the firms. This study
examines that the mediating effect of technological innovation capability
between organizational innovation and firm performance. In addition, we also
clarify the moderating effect of innovation policy. Using a sample of 323 firms
from the Pearl River Delta China, this study tests the related hypotheses using
structural equation model analysis. The empirical results show that
organizational innovation has positively significant impact on technological
innovation capability, and technological innovation capability has positively
significant impact on firm performance. Furthermore, we also find that the
technological innovation capability has mediating effect between organizational
innovation and firm performance. In particular, lower degree of innovation
policy has significant moderating effect while higher degree of innovation policy
has insignificant moderating effect, which implies that a high degree of
innovation policy intervene in innovation activity may lead to overly
government subsidy and thus weaken the input of innovation resources.
